About supporting xiong’an new area, Hebei ProvinceGuiding opinions on comprehensively deepening reform and expanding opening up
The establishment of xiong’an new area, Hebei Province is an important decision made by the CPC Central Committee with the Supreme Leader as the core to further promote the coordinated development of Beijing, Tianjin and Hebei. It is another new district with national significance after Shenzhen Special Economic Zone and Shanghai Pudong New Area. It is a major historical strategic choice, a Millennium plan and a national event. In order to support xiong’an new area’s comprehensive deepening of reform and opening up, the following opinions are put forward.
I. General requirements
(A) the guiding ideology
Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee, uphold and strengthen the overall leadership of the Party, adhere to the general tone of striving for progress while maintaining stability, adhere to the new development concept, and adhere to the world vision, international standards, China characteristics, and high-point positioning in accordance with the requirements of coordinating and promoting the "five in one" overall layout and the "four comprehensive" strategic layout, with supply-side structural reform as the main line. Firmly grasp the initial intention of Beijing’s non-capital functional relief and centralized bearing place, closely focus on creating "Xiongan quality", building "incorruptible Xiongan" and building a national model to promote high-quality development, further emancipate the mind, be brave in innovation, give xiong’an new area greater autonomy in reform, and strive to take the lead in innovation and development, urban governance, public services, etc. We will build an institutional system that is conducive to enhancing the functional attraction of high-quality Beijing as a non-capital city, meeting the requirements of high-quality development and the future development direction, promoting xiong’an new area to achieve higher quality, more efficient, fairer and more sustainable development, striving to create an innovative development demonstration zone that implements new development concepts, and making contributions to the overall situation of national reform and opening up.
(2) Basic principles
— — Adhere to the centralized and unified leadership of the party. Give full play to the party’s leading core role of taking the overall situation into account and coordinating all parties, make party building run through all stages, fields and links of xiong’an new area’s planning and construction and reform and opening up, take a clear-cut stand on politics, and turn the party’s political and organizational advantages into a powerful driving force and a strong guarantee for promoting xiong’an new area’s reform and opening up.

Focusing on the construction of Beijing’s non-capital functional relief and centralized bearing place, according to the principle of wider and more lively thinking, and connecting with the planning outline of xiong’an new area, we will strengthen the overall planning and top-level design of reform and opening up. Adhere to the problem orientation, focus on reform and innovation in key areas and key links, and strive for early results.
— — Insist on bold exploration and try first. Insist on being the first in the world, resolutely get rid of outdated ideas, rules and barriers of interests, and promote cutting-edge policies and measures of reform and opening up in various fields and forward-looking innovative pilot demonstration projects in xiong’an new area according to the actual situation and characteristics of xiong’an new area, so as to provide replicable and popularized experience for the whole country.

Grasping the pace and intensity of the reform and opening-up work, we should not only give necessary policy support at the initial stage, but also enhance the starting ability and motivation for sustainable development, and focus on solving deep-seated contradictions and problems, so as to provide institutional guarantee for the long-term development of xiong’an new area.
(III) Main objectives
We will systematically promote the reform of institutional mechanisms, the modernization of governance system and governance capacity, promote xiong’an new area’s promotion in undertaking, seek innovation in reform and development, build xiong’an new area into a high-quality and high-level socialist modern city, an important pole of Beijing-Tianjin-Hebei urban agglomeration, play a leading role in comprehensively deepening reform, embark on a new path to promote high-quality development in the new era, and create a high-quality development model in the new era.
By 2022, an institutional system will be basically established to meet the requirements of xiong’an new area’s positioning and high-quality development, so that the market can play a decisive role in resource allocation and better play the role of the government. Significant results will be achieved in the reform of key areas and key links, a high-quality and relaxed development environment and an active and efficient innovation atmosphere will be basically formed, which will obviously enhance the attraction of Beijing’s non-capital function and population, and the role of reform and opening up as the fundamental driving force for xiong’an new area’s development will be revealed.
By 2035, xiong’an new area’s measures to comprehensively deepen reform and open wider to the outside world will be fully implemented, and an institutional system with complete system, scientific norms and effective operation will be built, and the non-capital function of the new district will be further optimized and developed. The standard system of "Xiong ‘an Quality" will be basically mature and gradually popularized, which will further highlight its leading role in promoting high-quality development.
By the middle of this century, xiong’an new area’s socialist market economic system has been improved, its governance system and capacity have been modernized, the quality change, efficiency change and power change of economic development have been basically completed, the society is full of vitality and harmonious order, and the experience and achievements of reform and opening up have been widely promoted nationwide, forming a strong international influence.
Second, the key tasks
(A) Strengthen the drive of innovation and build a modern economic system
Persist in taking innovation as the first driving force to lead xiong’an new area’s high-quality development, take supply-side structural reform as the main line, systematically promote institutional and institutional reforms that are conducive to undertaking Beijing’s non-capital functions and gathering innovative factor resources, focus on building industrial clusters with core competitiveness, foster new growth points and form new kinetic energy, and strive to build an economic system with efficient market mechanism and strong subject vitality.

Adhere to the principle of classified guidance and mixing when appropriate, actively and steadily develop the mixed-ownership economy, and cultivate the competitiveness of enterprises. Besides involving the lifeline of the national economy or undertaking major special tasks, xiong’an new area state-owned enterprises can explore the development of mixed-ownership economy in principle. We will promote the reconciliation of various institutions in Beijing to xiong’an new area, accelerate the reform of institutions in the process of reconciliation, optimize the functions and personnel structure, and promote the separation of government affairs, enterprises and management.
2. Promote the development of high-end high-tech industries. Take improving the quality of supply system as the main direction, and stimulate the endogenous power of xiong’an new area’s economic development. Support xiong’an new area to attract innovative and high-growth technology enterprises in Beijing to ease the transfer. Create a new mechanism and model that is conducive to the integration and development of the first, second and third industries. Strict industrial access standards, establish a scientific evaluation and demonstration mechanism for industrial projects entering the zone, formulate a negative list of industries that are restricted to undertake and layout in xiong’an new area, modernize and upgrade local traditional industries that meet the orientation and development direction of the new zone, and effectively and orderly eliminate backward production capacity.
3. Strengthen innovation capacity building and transformation of scientific and technological achievements. Guide the existing scientific research institutions and innovation platforms in Beijing to xiong’an new area in an orderly manner, and give priority to the layout of national-level scientific and technological innovation platforms such as newly established national laboratories and national technological innovation centers in xiong’an new area to support the construction of Zhongguancun Science Park in xiong’an new area. Support xiong’an new area enterprises to join financial institutions, universities, research institutes and the upstream and downstream industries to build an industrial collaborative innovation community, build an industrial innovation center, and jointly undertake major scientific research tasks. We will build a professional and high-level scientific and technological innovation think tank that serves the innovation and development of Xiong ‘an New District, and encourage social forces to establish new research and development institutions. Innovate the mode of international scientific and technological cooperation and encourage international organizations in the field of scientific and technological innovation to settle in xiong’an new area. Support xiong’an new area to take the lead in technological innovation experiments and applications in frontier areas. We will promote the reform of mixed ownership of service invention scientific and technological achievements, encourage scientific and technological personnel to invest in shares with service invention scientific and technological achievements, increase the proportion of income from the transformation of scientific and technological personnel, and relax the shareholding ratio of scientific and technological personnel in transformed research institutes and high-tech enterprises in the reform of employee stock ownership. Establish Xiong ‘an Scientific and Technological Achievements Transformation Fund to promote the standardization and patenting of innovation achievements and their transformation and utilization in xiong’an new area and related areas. Reform the scientific and technological management system and the scientific and technological policy decision-making consultation system, and incorporate the innovation-driven development ability as an important indicator into the government performance appraisal system.
4. Fully stimulate the vitality of market players. We will further promote decentralization, combine decentralization with management, optimize service reform, reduce micro-management matters and specific examination and approval items, minimize the direct allocation of market resources by the government, minimize the direct intervention of the government in market activities, and create a development environment with effective property rights incentives, free flow of factors, fair and orderly competition, and survival of the fittest. Break the hidden barriers to private enterprises in terms of credit, innovation, bidding, etc., build a pro-Qing political and business relationship, and improve the mechanism for entrepreneurs to participate in enterprise-related policy formulation. Stimulate and protect the entrepreneurial spirit. In the process of market supervision and public service, enterprises that are honest and trustworthy, pay attention to innovation and actively fulfill their social responsibilities will be given priority and simplified procedures to support and encourage them. Create an environment that encourages innovation and tolerates failure, and formulate and implement development policies to support small and medium-sized enterprises in xiong’an new area.
5. Build a modern property rights protection system. Establish and constantly improve the property rights protection system for equal protection of all kinds of market entities, and give full play to the incentive role of property rights. Support the construction of an intellectual property protection center in xiong’an new area, provide services for quick review, confirmation and rights protection of intellectual property rights, build a quick-response intellectual property law enforcement mechanism, implement a punitive compensation system for infringement, incorporate intentional infringement into the national credit information sharing platform, the national enterprise credit information publicity system and the national financial credit information basic database, increase punishment, and substantially increase the cost of intellectual property infringement. Encourage intellectual property securitization financing and intellectual property pledge financing, and establish and improve the risk sharing mechanism of intellectual property pledge financing. 6. Further implement the development strategy of integration of defense and civilian technologies. Coordinate the construction of major military-civilian scientific research bases and infrastructure layout, establish a collaborative innovation mechanism for major R&D tasks in integration of defense and civilian technologies, and promote two-way opening, information exchange and resource sharing. Relax market access in the field of defense science and technology.
(2) Improve the urban governance system and build a modern smart city.
Adhere to the people-centered development thought, and in accordance with the requirements of strengthening services, source management, consistency of powers and responsibilities, and coordinated innovation, put the thinking, means and modes of intelligent governance throughout the governance of xiong’an new area, innovate the urban planning and design mode, promote the construction of housing supply system, improve the scientific and refined level of urban management, and build a high-quality and high-level socialist modern city.
7. Establish a scientific and efficient urban planning and design mechanism. Establish and improve the management standard system of urban planning, design and construction in xiong’an new area, promote the standardization of infrastructure, urban architecture and other fields, and provide a model for modern urban planning and construction management.
8. Explore a new model of smart city management. Apply new technology to innovate urban management mode, build intelligent, efficient and livable new cities, and realize network, digitalization and intelligence of urban management. Study the construction of a national Internet backbone direct connection point in xiong’an new area, and explore the construction of a new Internet exchange center. Carry out comprehensive experiments on big data applications, promote the construction of cross-departmental, cross-level and cross-business big data centers, and realize data information sharing and in-depth application. Support xiong’an new area to further promote the construction of "urban brain" on the basis of building the world’s advanced urban information infrastructure, explore the establishment of an integrated smart city management model based on comprehensive perception of data, judgment, decision-making and governance, and provide instant response and efficient linkage solutions for refined management such as transportation, safety and sanitation.
9. Build a new housing supply system. Adhere to the positioning that houses are used for living, not for speculation, implement the requirements of job-housing balance, and promote xiong’an new area residents to live and live. According to the multi-level housing demand, a housing system with multi-subject supply, multi-channel guarantee and simultaneous rent and purchase is established, and individual property houses are mainly shared property houses. It is strictly forbidden to develop commercial real estate on a large scale, strictly control surrounding housing prices, and strictly guard against speculation in real estate speculation. Formulate land supply policies that are compatible with the housing system and the development and construction methods, and improve diversified land use and supply models such as land transfer, lease, combination of lease and concession, mixed space transfer, and investment at a fixed price. Explore the real estate registration mode under different land supply modes, and innovate the points system of house purchase and housing lease. 10. Promote the modernization of social governance. We will improve the social governance system of party Committee leadership, government responsibility, social coordination, public participation and the rule of law, and form a pattern of joint construction, governance and sharing of social governance. Promote the construction of a society ruled by law, strive to build a timely, accurate and inclusive public legal service system, and enhance the rule of law literacy of the whole people. Build a comprehensive urban management service platform, encourage social forces to participate in urban management, give full play to the role of social organizations, and establish a public participation mechanism in the whole process of public service. Promote the innovation of grass-roots management system, strengthen the leading position of Party organizations in organizations at the same level, optimize the allocation of government functions, coordinate the establishment of party and government institutions and the allocation of human resources, and promote the inclination of resources, services and management to the grass-roots level. We will promote the reform of public utilities that directly serve people’s livelihood, explore the establishment of a hierarchical community service supply network, increase the government’s efforts to purchase services, and promote the socialized operation of urban and rural community services. We will build an "Internet+government service" system, promote "one network for all kinds of government services, one window for issuance", and strive to open up the "last mile" of convenience services.
11. Strengthen urban security and stability. Establish a new urban comprehensive disaster prevention, mitigation and relief system with high efficiency and intelligent linkage, and improve the mechanism of joint prevention and control, monitoring and early warning and emergency management and disposal of major security risks. We will further promote the construction of a three-dimensional, information-based social security prevention and control system, improve the social stability risk assessment mechanism for major decisions, and take the lead in building smart public security. Strengthen centralized and unified leadership in security and stability work, and establish an inter-departmental intelligence and information work mechanism and exchange and cooperation mechanism.
(3) Innovating the public service supply mechanism to improve the level of safeguarding and improving people’s livelihood.

12. Promote the construction of a modern education system. Support xiong’an new area to introduce Beijing-Tianjin and high-quality educational resources at home and abroad, and the educational layout should match the urban development layout and industrial layout, so as to promote the educational quality of xiong’an new area to gradually reach the domestic leading level. Guide and support universities in Beijing and secondary vocational schools with innovative characteristics to relocate to xiong’an new area through various ways, such as overall relocation, branch schools and joint schools, support the construction of "double-first-class" universities to run schools in xiong’an new area, set up Xiong ‘an University with new mechanisms and new models, build public service facilities, scientific research facilities and scientific and technological innovation platforms in a unified way, and strive to build world-class universities and first-class disciplines. Establish a new mechanism for xiong’an new area enterprises to organize or participate in vocational education and higher education, and create a city with integrated production and education.
13. Innovative medical and health systems and systems. Focusing on the construction of "health and security", we will optimize the organization and supply mode of medical and health services, establish and improve the modern hospital management system, and explore the establishment of a highly shared, high-quality and efficient integrated medical and health service system. Support hospitals in Beijing to relocate to xiong’an new area through various ways, such as overall relocation, branch office and joint medical operation, and allow hospitals in Beijing to set up legal entities in xiong’an new area. It is allowed to set up wholly foreign-owned medical consultation institutions to support overseas doctors to practice medicine in xiong’an new area. Encourage social capital to participate in the provision of medical and health services, relax the conditions for the allocation of large-scale equipment in medical institutions, and improve the mechanism for the government to purchase basic public health services. Promote the application of big data in health care and realize the health management of the whole population in the whole life cycle.
14. Promote reform and innovation in the cultural field. Support Beijing-Tianjin high-quality cultural and artistic resources to xiong’an new area, relax cultural market access, cultivate the characteristic cultural background and atmosphere with Xiong ‘an characteristics and China elements, and cultivate the spirit of Xiong ‘an in the new era. Explore a new mode of public cultural service, implement the system of public libraries and cultural centers, build a "cloud platform" for public cultural services, and realize the integration and interconnection of public cultural service resources in rural and urban communities. Improve the network of public cultural facilities for the grassroots in xiong’an new area, comprehensively improve the level of free opening of public cultural facilities, and improve the level of standardization and equalization of basic public cultural services. Carry out cultural industry innovation experiments, study and establish an effective mechanism to promote the development of digital cultural industry, cultivate various new cultural formats, and promote the integrated development of culture and cutting-edge science and technology fields. 15. Improve the social security and employment and entrepreneurship systems. Support xiong’an new area to innovate social security policies, and promote the convergence of basic public services and social security in xiong’an new area with Beijing and Tianjin. Formulating the payment policy of endowment insurance suitable for xiong’an new area. Guide qualified employers to establish enterprise annuities, encourage the establishment of personal savings endowment insurance and commercial endowment insurance, and study and formulate supporting tax policies in combination with the pilot implementation of personal tax deferred commercial endowment insurance. We will improve the unified basic medical insurance system and serious illness insurance system for urban and rural residents, implement a multi-compound medical insurance payment method based on disease payment, and promote medical settlement in different places. We will improve the policy of transferring and continuing social insurance relations, promote the social insurance public service platform to take the lead in xiong’an new area, and form a "one-card" service management model with social security cards as carriers. Establish an integrated and equal employment system between urban and rural areas to better benefit all types of workers and achieve higher quality and full employment. We will improve the entrepreneurship guidance policy, open all government-subsidized vocational training programs to qualified vocational training institutions, and explore the establishment of a new mechanism to support the employment and entrepreneurship of landless farmers in xiong’an new area.
(D) innovative selection and employment mechanism, the construction of high-end talent gathering area
Adhere to gather talents from all over the world and use them, implement the strategy of giving priority to talents development, establish a mechanism for selecting and employing people to adapt to xiong’an new area’s development, construction and high-quality development, establish a high-level talent introduction and incentive policy system, optimize the environment for employment, entrepreneurship and growth, and form an internationally competitive talent system advantage.
16. Build a flexible and efficient employment system. Select outstanding talents to work in xiong’an new area for the whole country, build a cadre talent management system that meets the needs of xiong’an new area’s positioning and development, improve the assessment mechanism, innovate the incentive methods, and establish a normalized cadre talent exchange mechanism between xiong’an new area and Beijing, Tianjin, the Yangtze River Delta and the Pearl River Delta. Innovate staffing management, and give xiong’an new area the autonomy to co-ordinate the use of various staffing resources and greater autonomy in employing people. 18. Optimize the introduction of overseas talents and service management. Establish a service mechanism for attracting overseas talents to return to China for innovation and entrepreneurship, explore a more open system for the introduction of overseas talents and entry-exit management, support xiong’an new area to carry out international talent management reform, provide more visas and residence convenience for foreign innovative entrepreneurs, and establish a through train system for foreign high-level talents to apply for permanent residence and work residence.
(5) Deepen the reform of the land and population management system and promote the coordinated development of urban and rural areas.
Insist on ensuring economic and social development, protecting land resources, safeguarding people’s rights and interests, creating a land management and utilization system with clear property rights, effective allocation and economy, innovating the service-oriented population management mechanism, promoting the comprehensive reform experiment of urban and rural coordinated development, building a livable city, characteristic towns and beautiful countryside, and ensuring that urban and rural residents in xiong’an new area share the fruits of reform and development and modern civilization.
19. Innovate the land management system. Promote the "multi-regulation integration", delimit and strictly observe the three control lines of ecological protection red line, permanent basic farmland and urban development boundary, study and establish xiong’an new area spatial planning system, and strengthen the guiding and binding role of land spatial planning on various special plans. Establish and improve a land expropriation system with standardized procedures, reasonable compensation and multiple guarantees. We will improve the differentiated access system for land space development and utilization, and implement the negative list management of industrial access in xiong’an new area. Establish a life cycle management system for land use. Explore the establishment of a multi-functional comprehensive utilization and development model of construction land, study and formulate construction land standards in line with xiong’an new area’s characteristics, establish a mechanism of "linking people with land" and "linking increasing storage", and incorporate the level of land conservation and intensive use into the target responsibility assessment.
20. Deepen the reform of the population management service system. Formulate a population migration policy that is conducive to the functional relief of Beijing’s non-capital, establish a public service provision mechanism with residence permit as the carrier, and implement the point settlement system. Establish a scientific population forecasting and statistical system, strengthen the full-scale information management of xiong’an new area population, implement a new real population registration system, gradually realize the integration and sharing of population information across departments and regions, and promote the accuracy of population registration and statistics. Establish a new model of service-oriented population management, and improve the cooperative matching mechanism between infrastructure construction, public service supply, social security services and population development in xiong’an new area. According to the carrying capacity of resources and environment and the level of economic and social development in xiong’an new area, a population guidance and regulation mechanism combining administrative, legal and market means should be established.
21. Vigorously implement the rural revitalization strategy. Organically combine the construction of beautiful countryside with the development of characteristic small towns, realize differentiated characteristic development, and build a model of beautiful countryside. According to the characteristics of xiong’an new area’s short-term and long-term development, we should design the system, mechanism and policy system of urban-rural integration development, promote the balanced allocation of public services and infrastructure construction, and innovate the governance model of rural human settlements. Based on rural spatial planning, we will actively carry out comprehensive improvement of rural land and improve the ecological environment of rural production and life. Support xiong’an new area to cultivate new agricultural management entities, innovate the system and mechanism of agricultural green development, and develop urban modern and efficient agriculture. Deepen the reform of the rural land system, and further promote the rural land expropriation, the entry of collective construction land into the market, and the reform of the homestead system. We will further promote the reform of rural collective property rights system, allow farmers to transfer their land contracting rights and homestead qualifications, use collective assets as shares in enterprises or economic organizations, promote the transformation of resources into assets, funds into shares, and farmers into shareholders, and establish a sustainable and stable income growth mechanism for farmers. It is strictly forbidden to harm the legitimate interests of farmers, safeguard the rights and interests of land-expropriated farmers, and improve social security systems such as employment and endowment insurance for land-expropriated farmers.
(6) Promote the reform and innovation of ecological civilization and build a model of green development cities.
