Luoyang has more than 1,000 intangible cultural heritage projects covering ten categories of intangible cultural heritage list.

When foreign tourists come to Luoyang, the metropolis eats an authentic Luoyang water mat; Various Tang tri-colored handicrafts have long been a very representative gift in Luoyang … Do you know? Luoyang water mat making skills and Tang tri-color firing skills are intangible cultural heritage.
As a big city of intangible cultural heritage resources, Luoyang has eight national intangible cultural heritage representative projects, including the legend of Hutuluo, Heluo Drum, Lantern Festival (Luoyang Palace Lantern), Tang Sancai firing skills, the making skills of Luoyang water mat, the bonesetting of traditional Chinese medicine (Pingle Guo’s bonesetting method) and folk beliefs (Guan Gong’s belief in customs). Luoyang also has 62 provincial-level intangible cultural heritage projects, such as Luoyang Haishen Music, folk paper-cutting and Du Kang brewing technology, 240 municipal-level intangible cultural heritage projects and 718 county-level intangible cultural heritage projects, covering all ten categories of intangible cultural heritage list.
At the same time, Luoyang has 7 national, 67 provincial, 205 municipal and more than 400 county-level representative inheritors of intangible cultural heritage projects, and has initially established a directory system of national, provincial, municipal and county-level representative projects and representative inheritors.
At present, many non-legacy projects and non-genetic inheritors have become "golden business cards" for spreading Heluo culture.
Adhere to the priority of protection
The prosperity and development of intangible culture can not be separated from accurate classification and protection.
On March 1, 2017, the Regulations on the Protection of Intangible Cultural Heritage in Luoyang was promulgated, which took a key step in protecting intangible cultural heritage. Through active declaration, a number of projects such as Tang Sancai firing technology and Du Kang brewing technology have been selected into the national and provincial traditional craft revitalization catalogue. According to the Implementation Plan of Henan Traditional Skills Rescue and Protection Project and the relevant requirements of Luoyang City, a number of intangible cultural heritage projects have left valuable information through protection measures such as traditional skills rescue and protection project, traditional art rescue and protection project and digital information collection plan, which laid the foundation for subsequent online promotion.
In addition, Luoyang implemented the Heluo Cultural Resources Protection Project, collecting more than 170,000 clues, completing 9,946 project investigations, and collecting 1,581 registered physical materials, and more than 1,000 intangible projects were listed in the directories at all levels.
In recent years, 15 non-genetic inheritors have been awarded the title of "Heluo Master Craftsman" and "Heluo Craftsman" by Luoyang Municipal People’s Government, which has played a leading role as a representative inheritor and inspired the cultural confidence and mission of the non-genetic inheritors in the city.
Innovation, activation and inheritance
Just past the solar term of the awn species, the city children’s library held a special activity of 24 solar terms. Under the guidance of the teacher, the children learned about the folk customs of the solar term of the awn species, played grass fighting games, made "pastry" with ultra-light clay, and felt the agricultural activities of the solar term.
In recent years, Luoyang has launched 11 pilot projects of "non-legacy in campus" and "non-legacy in community", held activities such as "feeling the 24 solar terms" children’s non-legacy tour and "the rhyme of ancient capital" non-legacy in scenic spots, and promoted the normalization of brand activities of "Heluo Feihua Luoyang Non-legacy". Luoyang also relies on libraries, museums, cultural centers, etc. to set up non-legacy classes, carry out special training on cultural and ecological protection, and create a cultural atmosphere of "non-legacy participation, development and sharing with the people".
At the same time, Luoyang city pays attention to cross-border integration, which increases infinite possibilities for non-genetic inheritance.
Combining intangible cultural heritage with the research and development of cultural and creative products, we have created distinctive cultural and creative brands such as "Luoyang Gift", "Luoyang Three Colors" and "Pingle Peony Painting", and formed a number of national and provincial demonstration bases for the productive protection of intangible cultural heritage, driving 43 traditional craft intangible cultural heritage projects in the city to achieve an annual output value of over 1 billion yuan.
Combining the intangible heritage with the protection of ancient villages and ancient dwellings, a number of intangible heritage towns such as Aihe Town, Hand-painted Town and Bronze Town have been formed.
Combining non-legacy and research travel, taking non-legacy experience as an important content, we have planned and launched six excellent research travel routes and 23 research travel bases, such as "the source of civilization, rooted in Heluo", to build a research travel brand of "learning Luoyang and understanding China".
Combine intangible cultural heritage with consumption promotion, plan and launch the brand of cultural tourism consumption of "Eight o’clock in the evening in the ancient capital" and "New Life in the ancient capital", hold the cultural tourism consumption season of Henan Province and the fifth Heluo Cultural Grand Collection, and the exhibition of intangible cultural tourism products in Luoyang winter cultural tourism consumption season in the "Intangible Cultural Heritage Shopping Festival" to show intangible cultural heritage charm, gather cultural and creative products and set off a cultural tourism consumption boom.
