1. Who are the candidates?

Targeted recruitment targets are military martyrs, spouses and children of soldiers who died in the line of duty, brothers and sisters of unmarried military martyrs, and spouses of active military personnel.
2. What conditions should applicants have?
(1) political conditions. It meets the standard conditions for political assessment of military recruitment and employment of civilian personnel.
(2) academic qualifications. Have a full-time bachelor degree or above in ordinary colleges and universities. Full-time requirements are not required to apply for positions in hard and remote areas and islands, as well as special positions. Units stationed in hard and remote areas and islands can recruit military martyrs, spouses and children of soldiers who died in the line of duty, brothers and sisters of unmarried military martyrs, and spouses of active military personnel. Except for professional and technical positions in teaching, scientific research, engineering and medical care, the requirements for applying for academic qualifications can be relaxed to college. Those who apply for nursing, art and sports positions may have a college degree or above.
(3) qualifications. Have the professional title and professional qualification required by the recruitment position. Except as clearly stipulated by laws and regulations, those who apply for junior professional and technical posts and doctoral students apply for intermediate professional and technical posts are not required to meet the qualification requirements.
(4) Physical condition. Meet the standard conditions for physical examination of civilian personnel recruited by the military.
(5) age conditions. Those who apply for management positions or junior professional and technical positions below the deputy level at the department level are over 18 years old and under 35 years old (born between November 1985 and November 2003); Those who apply for department-level chief management positions or intermediate professional and technical positions are over 18 years old and under 45 years old (born between November 1975 and November 2003).
(6) Other conditions. On the premise of meeting the above basic conditions, the specific application conditions are determined by the employer according to the needs of the recruitment position.

3. Who can’t apply for the exam?

4. Can the orientation students and Wei Peisheng who graduated in 2022 apply for the exam?

5. Can social talents who have established labor and personnel relations with national, local and military employers apply for the exam?
With the consent of the employer, you can apply for the exam. During the interview, I need to provide the certificate of consent to apply for the exam issued by my employer (with official seal); Those who are identified as candidates for employment shall terminate the labor and personnel relationship with the original employer before establishing the personnel relationship with the military employer.
6. Can returned overseas students apply for the exam? What are the requirements?

7. What is the preferential treatment policy for open recruitment in 2022?
Focus on fully reflecting the preferential policy orientation for those who have served the army for a long time and made outstanding contributions, and implement preferential policies for those who have passed the qualification examination and achieved effective results in the unified examination of the whole army. In order to fully reflect the concern and care of frontline military personnel in the fight against the epidemic, it is clear that the military dispatched to carry out the task of prevention and control of the epidemic situation in COVID-19 in the first line has not been enrolled in the original social recruitment of civilian personnel, non-active public service personnel, social employment personnel and retired college student soldiers (hereinafter referred to as non-active personnel). On the basis of meeting the above-mentioned requirements, the scores of public subjects can be added by 5 points. Among them, those who belong to military martyrs, spouses and children of soldiers who died in the line of duty, and brothers and sisters of unmarried military martyrs, the cumulative bonus points shall not exceed 15 points; Those who belong to the spouse children of active servicemen, retired servicemen in that year (2022), on-the-job deceased servicemen and active-duty cadres who are transferred to civilian personnel will receive a cumulative bonus of no more than 10 points.
Non-active personnel dispatched by the army to carry out the first-line COVID-19 epidemic prevention and treatment tasks refer to the personnel who are dispatched to carry out the special task of epidemic prevention and control with the approval of the Central Military Commission, the joint prevention and control mechanism of the army to deal with public health emergencies or the logistics support department of the Central Military Commission, and the personnel who are directly responsible for the patient treatment task in the medical institutions where the army has admitted patients diagnosed or suspected in COVID-19.
8. Can graduates from other forms of national education other than ordinary higher education apply for the exam?

Applicants should meet the educational level required by the recruitment position, among which those with high academic qualifications can apply for positions with low academic qualifications, but applicants should have the major corresponding to the academic qualifications required by the recruitment position. For example, in the recruitment position, the undergraduate degree is required, and the major is chemistry. If the master and doctoral students apply for this position, the undergraduate major must be chemistry.
10. How can I apply for the job title if I have passed the relevant examination but have not obtained the corresponding qualification certificate?
When such personnel register online, they should upload relevant qualification examination transcripts and other supporting materials. During the interview, I must produce the original title and professional qualification certificate or the transcripts of the relevant exams, otherwise I shall not participate in the interview.
Chapter II Online Registration
11. How to publish the recruitment information, and what are the main positions?
The Political Work Department of the Central Military Commission released to the public the information on the open recruitment of civilian personnel for the whole army in 2022 through the military talent network (website: http://www.81rc.mil.cn or http://81rc.81.cn). 12. How to interview and then write in 2022?
For artistic and sports posts with high requirements for physical skills, refer to the relevant practices of national art and sports colleges and universities for enrollment, and implement the written examination after the interview. Applicants should register for the interview at the employing unit first according to the recruitment post plan and the application guide for cultural and sports employers issued by the whole army. Only those who pass the examination can be qualified to register for the unified examination of the whole army. On December 12, 2021, they can log in to the military talent network to pay the registration fee and print the registration receipt, and take the unified examination of the whole army at the specified time. The number of qualified applicants shall be determined by the employing unit according to the ratio of the number of applicants to the planned number of candidates of not less than 3:1 (positions that fail to meet the prescribed proportion of applicants and form effective competition shall be reduced or cancelled accordingly), and the registration information and interview results shall be reported to the Political Work Department of the Central Military Commission step by step according to the interview results.
13. When is the registration time?
The registration time is from 8:00 on December 5 to 18:00 on December 9, 2021, and the deadline for the preliminary examination of registration qualifications is 18:00 on December 11. Applicants who pass the preliminary examination of registration qualifications can pay the registration fee and choose the examination city, and the deadline for payment is 18:00 on December 12.
14. How to register?
During the registration time, applicants will register through the military talent network according to the published recruitment information of civilian personnel, and there is no on-site registration. Applicants should truthfully fill in personal information and upload relevant certification materials in accordance with the registration process and requirements, and select the employer, recruitment position and examination place.
15. What should I pay attention to when registering online?
(1) Applicants should be familiar with the relevant policies for open recruitment of civil servants according to the requirements of "carefully reading the instructions for reporting, the instructions for payment and the instructions for candidates" prompted on the homepage of the registration website. Every item that needs to be filled in should be seriously considered, carefully filled in and taken seriously.
(2) Due to the detailed registration and registration information to be filled in, in order to ensure the successful submission of the registration materials and speed up the registration, it is recommended that applicants edit and enter the contents to be filled in with software such as Word or Notepad before registering online. 16. What is the specific process of online registration?

Qualifications: the qualifications I have obtained that meet the requirements of the recruitment position.

Generally, the preliminary examination results are fed back in about 2 days.
24. How to choose a unified examination place for the whole army?

33. What subjects are included in the unified examination syllabus for the whole army and how to obtain them?
The unified examination syllabus of the whole army is divided into public subjects and professional subjects, among which management posts and professional and technical posts share the examination syllabus of public subjects; The examination syllabus of professional subjects is divided into two categories: management posts and professional and technical posts, which are set according to various professional fields and disciplines. The examination syllabus of professional subjects is divided into 45 majors in 13 categories, including philosophy, economics, law, education, literature, foreign languages and literature, history, science and technology, agriculture, medicine, library and archives, art and management. Candidates can log on to the military talent network to browse and download the exam outline. For professional posts in minority languages and minority languages that are not covered by the professional subject examination syllabus, the written examination of professional subjects shall be based on the proposition of the corresponding language undergraduate education syllabus.
34. When will the unified military examination be held?

35. What should I pay attention to when taking the unified examination for the whole army?
(1) Relevant requirements for epidemic prevention and control: ① Candidates must provide negative proof materials for COVID-19 virus nucleic acid test within 48 hours (based on the time of sample collection, the same below), and their body temperature measured on site is lower than 37.3℃, and there are no suspicious symptoms such as dry cough, and the "health code" and "communication big data travel card" are all green codes before taking the exam; For example, if the "Communication Big Data Travel Card" is marked with a green code *, or if the co-resident or office colleague has more than 2 cases (including 2 cases) of fever (underarm temperature above 37.3℃, the same below) or respiratory symptoms within 14 days, or if he or she or his co-resident is an imported goods or a related employee at the port of entry or a centralized isolation point, it must also be provided twice within 72 hours before the examination (with an interval of more than 24 hours, the same below) Candidates who have fever, dry cough and other suspicious symptoms within 14 days before the exam must also provide negative proof materials of COVID-19 virus nucleic acid test twice within 72 hours before the exam and proof that there is no abnormality in lung imaging examination, and they can take the exam only after being evaluated and agreed by on-site epidemic prevention personnel. ② Health management personnel who have lived in foreign countries or Hong Kong, Taiwan or high-risk areas within 28 days before the exam, or who have close contacts and secondary contacts with confirmed cases, suspected cases and asymptomatic infected persons in COVID-19 and have not completed isolation medical observation shall not take the exam;COVID-19 confirmed cases, suspected cases and asymptomatic infected persons who have not been discharged from hospital, or those who have been cured of confirmed cases and asymptomatic infected persons who are still in the follow-up medical observation period, may not take the examination. ③ Candidates in the examination room in Beijing must have lived and lived in Beijing since 14 days before the examination.
(2) In order to avoid delaying the examination time, candidates are advised to arrive at the examination room at least 90 minutes in advance.
(3) Candidates enter the examination room 30 minutes before the examination with the admission ticket and the resident ID card within the validity period, take their seats accordingly, put the two certificates in the upper left corner of the desktop near the aisle, and sign the invigilation and verification registration form for confirmation.
(4) Candidates are not allowed to enter the examination room 30 minutes after the examination, and they are not allowed to hand in their papers and leave the examination room in advance. After the signal of the end of the exam is issued, candidates must immediately stop answering questions and filling in, otherwise it will be regarded as a violation of discipline and the exam results of this subject will be cancelled. At the same time, the test paper (answer sheet) should be buckled on the desktop and allowed by the invigilator before leaving the examination room. Candidates are not allowed to enter the examination room after exiting.
(5) The exam is closed. If it needs to be filled with 2B pencil, it is invalid to answer with other pens. If you need to answer with a black ink pen, signature pen or ballpoint pen, you must answer in the designated position, and the handwriting should be clear and neat. Don’t mark anything irrelevant to the answer.
(6) Except the stationery that can be carried, all other articles shall be placed in the designated position as required. Candidates who bring electronic equipment and materials such as communication, calculation and storage to their seats will be treated as serious violations of discipline and disqualified from the examination.
(7) During the examination, candidates are not allowed to leave their seats without the permission of the invigilator. Candidates are not allowed to take test papers, answer sheets, answer sheets or draft papers out of the examination room, and offenders will cancel their grades and be severely dealt with according to the seriousness of the case.
(8) Candidates should consciously abide by the rules of the examination room and obey the management of invigilators. Candidates are not allowed to smoke, make noise, whisper, carry information, borrow stationery, peep or exchange test papers (answer sheets) during the examination.
(9) Candidates should properly keep the admission ticket for checking their examination results.
36. How to inquire about the unified examination results of the whole army?
The Political Work Department of the Central Military Commission, through the military talent network, will provide the query of the unified examination results of the whole army around mid-March 2022. Candidates log in to the online registration system of military talents with their user names and passwords, and inquire about their unified examination results of the whole army.
37. If candidates have questions about the exam results, how can they review the results?
The marking of objective and subjective questions in the unified examination of the whole army depends on the national specialized institutions, and adopts the automatic score processing system. There is no manual marking and scoring process. Except for special circumstances such as lack of examination, violation of discipline and zero score, applications for reexamination of candidates’ scores are not accepted in principle. Candidates who belong to the scope of performance review can submit a personal signature application for scoring (indicating the reasons for scoring) to the examination service mailbox of the military talent network during the examination results inquiry period, and attach personal admission ticket and electronic photo of ID card. If the admission ticket is lost, the admission ticket number will be provided, and then the results of performance review will be fed back to the candidates according to the prescribed procedures. After the review period, candidates’ applications for review will no longer be accepted.
38. How to determine the shortlist for the unified examination of the whole army?
The Political Work Department of the Central Military Commission demarcates the qualified scores of public subjects according to the proportion of 90% candidates on the line; According to the short-listed proportion of recruitment positions, for those who have reached the qualified scores of public subjects, the list of candidates for the examination will be determined from high to low according to the unified examination results of the whole army, and the list will be published on the military talent network. Public subjects or professional subjects with a single exam score of zero or absent from the exam are not included in the list of candidates for the exam.
39. How to determine the list of interviewers?
The employer shall review the basic information, academic degree, professional qualification, work experience, admission ticket and other originals or supporting materials of the finalists, and determine the list of interviewers according to the applicants’ intention to participate in the interview and the qualification examination. The list shall be reviewed by the departments of the Central Military Commission and the political work departments of major units.
40. How to participate in the interview after the written test is exempted for applicants who are required to apply for a doctoral degree?
