Shaanxi: Promote the development of hydrogen energy industry and build 2-3 thousand-ton fuel cell-grade hydrogen plants.
According to the website of the People’s Government of Shaanxi Province, on September 17th, Shaanxi issued the Notice on Several Measures to Accelerate the Establishment and Improvement of a Green and Low-carbon Circular Economic System. By 2025, the installed capacity of non-fossil energy will increase to 49.5%, the geothermal heating area will increase to 70 million square meters, and the consumption of non-fossil energy in the province will reach 16%. Accelerate the preparation of the Development Plan of Hydrogen Energy Industry in Shaanxi Province, promote the development of hydrogen energy industry, support the construction of large-scale by-product hydrogen purification projects in Yulin, Weinan, Tongchuan and Hancheng, and form 2-3 thousand-ton fuel cell-grade hydrogen plants.
Attached are several measures to accelerate the establishment and improvement of a green and low-carbon circular economic system.
In order to implement the "Guiding Opinions of the State Council on Accelerating the Establishment and Improvement of a Green Low-carbon Circular Development Economic System" (Guo Fa [2021] No.4), green planning, green design, green investment, green construction, green production, green circulation, green life and green consumption will be implemented in all directions and in the whole process, and the green low-carbon circular development economic system in our province will be accelerated, and high-quality development and high-level protection will be promoted as a whole to ensure the realization of peak carbon dioxide emissions and carbon neutrality.
First, improve the production system of green and low-carbon circular development
(1) Accelerate the green transformation of industry. We will further promote the dual control of total energy consumption and intensity. During the Tenth Five-Year Plan period, the province’s energy consumption intensity decreased by 13.5% and the carbon dioxide emission intensity decreased by 18%. Resolutely curb the blind development of high-energy-consuming and high-emission projects, actively and steadily dispose of projects under construction and proposed according to laws and regulations, and deeply tap the energy-saving potential of existing projects. Vigorously carry out energy-saving, water-saving, comprehensive utilization of resources and technological transformation of cleaner production in the industrial field. Promote product green design and support enterprises to establish national industrial product green design demonstration enterprises. Encourage parks and enterprises to implement green manufacturing and safe production transformation, and strive to add more than 100 national and provincial green factories, green products, green parks and green supply chain management enterprises by 2025. Further promote the construction of national demonstration bases for comprehensive utilization of bulk solid waste in Xi ‘an, Weinan, Yulin and Hancheng, and promote the comprehensive utilization of industrial solid waste. According to the law and regulations, the "scattered pollution" industrial enterprises will be subject to normal supervision to ensure dynamic clearing. We will build a regulatory system for fixed pollution sources with the pollutant discharge permit system as the core, promote the linkage management of pollutant discharge permits for fixed pollution sources, and gradually realize the "one-certificate" management of pollutant discharge permits.
(2) Promoting the green development of agriculture. Strengthen the certification and management of green food and organic agricultural products, set up a provincial organic industry development alliance, and build more "small fungus and big industry" based on geographical indication products. Carry out standardized demonstration activities of livestock and poultry breeding, promote the comprehensive utilization of crop straw, and build 20 key counties for comprehensive utilization of straw. Strengthen the supervision of the whole process of agricultural film, popularize standard film, and demonstrate the promotion of biodegradable film. We will continue to promote the reduction and efficiency increase of chemical fertilizers, implement the action of replacing chemical fertilizers with organic fertilizers, and build 50 demonstration counties for the reduction and efficiency increase of chemical fertilizers. Develop forestry circular economy and implement the construction project of forest ecological label products. Vigorously promote agricultural high-efficiency water-saving technology, carry out experiments and demonstrations of dry farming water-saving technology, and add more than 3 million mu of high-efficiency water-saving irrigation area by 2025. Promote the deep integration of agriculture with tourism, education, culture, health and other industries, and strive to build 10 national and 100 provincial demonstration parks for rural industrial integration during the 14 th Five-Year Plan period.
(3) Promote the green upgrade of the service industry. Promote the green upgrade of commercial enterprises and cultivate a number of green circulation subjects. Deepen the creation of green shopping malls, and strive to meet the requirements of creating green shopping malls by more than 50% of large shopping malls in the province by 2025. Develop the sharing economy in areas such as travel and accommodation in an orderly manner. Accelerate the construction of green data centers and promote the energy-saving and green transformation of existing data centers in an orderly manner. Promote the green development of the convention and exhibition industry, improve and perfect the relevant standards including design and construction, exhibition and conference activities, and promote the recycling of exhibition facilities. Promote the use of raw and auxiliary materials with low volatile organic compounds in auto repair, decoration and other industries. Strengthen the ban on plastic products in hotels, restaurants and other industries. By 2025, star-rated hotels and hotels in the province will no longer provide disposable plastic products.
(4) Strengthen the green environmental protection industry. Vigorously support the construction of national green industry demonstration base in Xi ‘an Economic and Technological Development Zone, and strengthen services such as technology, financing and industrial chain support. Give play to the leading and supporting role of Shaanxi Drum Power, Shaanxi Environmental Protection Group, Sixth Aerospace Institute and other enterprises, and strengthen the research and development and industrialization of key energy-saving and environmental protection technology and equipment products. Promote the construction of Longji photovoltaic cells and components, Yulin Kechuang Hydrogen Energy New City, Ankang Advanced Energy Storage Industrial Park and other projects. We will implement contract energy management, contract water-saving management, and the third-party governance model of environmental pollution, promote the establishment of environmental custody services oriented to environmental governance effects, encourage public institutions to implement energy custody services, with party and government organs taking the lead, and gradually implement them in system industries such as education, health, sports, science and technology and culture. Implement the guidance catalogue of green industry and promote the development of green industry.
(5) Improve the green and intensive development level of development zones and industrial clusters. Scientifically prepare the development and construction plan of new industrial parks, and define the access standards such as energy consumption, water consumption, material consumption, environmental protection and industrial circular chain. Promote the reform of "standard land" for industrial investment projects in development zones above the provincial level, and improve the land use efficiency and output benefit per unit area. Strengthen the guidance of "heroes on average per mu", improve the mechanism of land development and utilization, and strictly control the input and output of project land. Strictly implement the requirements of national energy conservation and environmental protection policies, and strictly control the landing of projects with high energy consumption and high emissions. We will promote the co-construction and sharing of environmental infrastructure such as energy cascade utilization, water supply and drainage, sewage collection and treatment, reclaimed water reuse, solid waste disposal and resource utilization, and hazardous waste collection and disposal in the park, and all parks above the provincial level with conditions will be recycled before the end of 2025. Support a number of enterprises such as Shaanxi Drum Group to build comprehensive energy projects in which electricity, heat, cold and gas cooperate with each other.
(6) Building a green supply chain. Encourage enterprises to carry out green design, choose green materials, implement green procurement, create green manufacturing processes, implement green packaging, carry out green transportation, and recycle waste products to achieve green environmental protection throughout the product cycle. Create a number of green supply chain management demonstration enterprises in industries with great social influence, long supply chain and strong driving role, such as automobiles, communications, aerospace and large-scale complete equipment machinery, actively strive for national green supply chain pilots, explore the establishment of green supply chain system, and add 5 national and provincial green supply chain management enterprises by 2025. Encourage industry associations to improve the green level of industry supply chain by formulating norms, consulting services and industry self-discipline.
Second, improve the circulation system of green and low-carbon circular development
(7) Create green logistics. We will continue to promote the "revolving railway" for the long-distance transportation of bulk goods, and build national-level multimodal transport demonstration projects such as Xi’ an Port and China Railway Lianji. Promote the establishment of urban green freight distribution demonstration projects in an orderly manner, and give priority to the use of new energy vehicles in airport services, urban logistics distribution, postal express delivery and other fields. Accelerate the construction of special railway lines for large industrial and mining enterprises and logistics parks. Strengthen the organization and management of logistics and transportation, and accelerate the construction of relevant public information platforms and information sharing. Support Xi ‘an-Xianyang, Yulin Airport to carry out the construction and application of aircraft auxiliary power plant replacement equipment. Support logistics enterprises to build a digital operation platform, encourage the development of smart warehousing and smart transportation, and promote the establishment of a standardized pallet recycling system. By 2025, the utilization rate of standardized pallets in key logistics enterprises in the province will increase to over 70%. Promote the green transformation of express packaging, promote the cooperation between e-commerce and manufacturers, realize the original direct delivery of key categories of express mail, and carry out pilot projects for the large-scale application of recyclable express packaging.
(eight) to strengthen the recycling of renewable resources. Promote the "two-network integration" of garbage sorting and recycling, and support Baoji, Xianyang, Tongchuan and other cities to build a number of regional trading centers for renewable resources and centralized sorting and large-scale garbage splitting centers. By 2025, the recycling rate of urban domestic garbage in the province will reach more than 35%. Implement the demonstration project of recycling construction waste, and promote the construction of demonstration cities of recycling construction waste in Xi ‘an and other cities. By 2025, the comprehensive utilization rate of new construction waste in the province will reach 60%, and the stock will be reduced in an orderly manner. Accelerate the implementation of the extended producer responsibility system, strengthen the traceability management of power batteries for new energy vehicles, and actively promote the construction of recycling projects for used power batteries. Encourage enterprises to adopt modern information technology to realize the organic combination of online and offline waste recycling, cultivate new business models and build leading enterprises. Improve the recycling system of used household appliances.
(9) Promote green trade. Actively optimize the trade structure, vigorously develop the trade of green products with high quality and high added value, and strictly control the export of products with high pollution and high energy consumption. Deepen the green "Belt and Road" cooperation and build a number of demonstration projects in the fields of green agriculture, ecological forestry, clean energy, energy conservation and environmental protection industries.
Third, improve the consumption system of green and low-carbon circular development
(ten) to promote the consumption of green products. Strengthen the construction of green procurement system, promote the embedding of policy requirements supporting green development in government procurement demand standards, increase government green procurement efforts, further expand the procurement scope of green products such as energy conservation and environmental labeling, and encourage the procurement of higher standards of energy-saving, water-saving, environmental protection, recycling and low-carbon products. Explore the establishment of a green procurement system for state-owned enterprises, and guide state-owned enterprises to give priority to purchasing and using green products and services. Strengthen the guidance for enterprises and residents to purchase green products, and encourage consumption subsidies, bonus points and fixed-point sales to guide green consumption. Promote the e-commerce platform to set up a green product sales area. Strengthen the certification management of green products and services, and improve the credit supervision mechanism of certification bodies. Severely crack down on illegal activities of green products with false labels, intensify investigation and punishment, and publicize administrative punishment information in the national enterprise credit information system (Shaanxi). Timely introduction of local standards for green products closely related to residents.
(eleven) advocate a green and low-carbon lifestyle. We will carry out food conservation actions in depth, resolutely stop food waste, and reduce food loss and waste in production, transportation, processing, storage and consumption. Promote the classification of domestic waste according to local conditions. By 2025, domestic waste classification and treatment systems will be basically established in cities above the municipal level, Yangling Demonstration Zone and hancheng city. Strengthen the control of plastic pollution, scientifically and reasonably promote the reduction of plastic sources, and encourage the public to reduce the use of disposable plastic products. Vigorously promote green travel and further enhance the service capacity of urban public transport. Carry out patriotic health campaign in depth to create a livable living environment. Carry out green life creation actions such as conservation-oriented institutions, green families and green schools.
Fourth, accelerate the green upgrade of infrastructure.
(12) Promote the green and low-carbon transformation of the energy system. Actively develop renewable energy, continue to expand the scale of wind power and photovoltaic power generation, and develop geothermal energy according to local conditions. By 2025, the installed capacity of non-fossil energy will increase to 49.5%, the heating area of geothermal energy will increase to 70 million square meters, and the consumption of non-fossil energy in the province will reach 16%. Accelerate the preparation of the Development Plan of Hydrogen Energy Industry in Shaanxi Province, promote the development of hydrogen energy industry, support the construction of large-scale by-product hydrogen purification projects in Yulin, Weinan, Tongchuan and Hancheng, and form 2-3 thousand-ton fuel cell-grade hydrogen plants. Increase the supply of clean energy in rural areas and promote the development of biomass energy in rural areas according to local conditions. Optimize the scale and layout of coal-fired power development, and continue to promote the elimination of backward production capacity, energy saving and ultra-low emission upgrading of coal-fired power units. New coal consumption projects in Guanzhong area will be replaced by coal consumption reduction, and negative coal consumption will be achieved by 2025. Implement urban and rural distribution network construction and intelligent upgrade plan to promote the upgrading of rural power grid. Improve the utilization level of natural gas and accelerate the construction and interconnection of natural gas infrastructure. Vigorously promote the demonstration project of carbon dioxide capture, utilization and storage.
(thirteen) to strengthen the construction of urban environmental infrastructure. Promote the full coverage of urban sewage pipe network, speed up the upgrading of sewage treatment facilities, and carry out pilot demonstration of sewage resource utilization. By 2025, the collection rate of urban domestic sewage will reach 70% and the treatment rate will reach over 95%. Accelerate the construction of sludge harmless resource disposal facilities, and by 2025, the urban sludge treatment rate will reach over 90%. Accelerate the construction of waste incineration facilities in areas where the daily domestic waste turnover in urban built-up areas exceeds 300 tons, and encourage the construction of incineration facilities through cross-regional co-construction and sharing in areas where large-scale waste incineration facilities are not available. Consolidate and improve the capacity of centralized hazardous waste disposal facilities in Xianyang, Weinan, Yulin and Hanzhong. Accelerate the construction of medical waste collection, transshipment and disposal facilities, and realize that counties have transshipment systems and cities have disposal facilities. Do a good job in resource utilization and harmless treatment of kitchen waste.
(fourteen) improve the green level of transportation infrastructure. The concept of green and low carbon will run through the whole process of transportation infrastructure planning, construction, operation and maintenance, and green roads, green railways and green airports will be actively built. Strengthen the construction of supporting infrastructure such as charging, replacing electricity and hydrogenation of new energy vehicles. Actively promote the application of warm mix asphalt, intelligent ventilation, auxiliary power replacement and energy-saving lamps, sound barriers and other advanced technologies and products of energy conservation and environmental protection. Increase the comprehensive utilization of waste pavement, asphalt, dredged soil, construction waste, etc. in the transportation field. By 2025, the recycling rate of waste asphalt pavement materials on expressways and ordinary national and provincial trunk highways will reach above 95% and 80% respectively.
(fifteen) to improve the urban and rural living environment. Encourage cities to leave blank and increase green, expand green public spaces in urban centers and old cities, and focus on building forest cities. Carry out the action of creating green communities and promote the greening of community infrastructure. Vigorously develop green buildings and actively promote prefabricated buildings. By 2025, new buildings in cities and towns in the province will fully implement green building standards and build 1 million square meters of ultra-low energy consumption buildings. Accelerate the improvement of rural human settlements and solidly promote the rural toilet revolution. By 2025, rural sanitary toilets in the province will be basically popularized, and toilet manure will be basically treated harmlessly. Promote the treatment of rural domestic sewage by zoning and classification, strengthen the treatment of black and odorous water bodies in rural areas, and improve the collection, transportation and disposal system of rural domestic garbage. By 2025, the treatment rate of rural domestic sewage will reach 40%, and the effective treatment rate of rural domestic garbage will reach 90%.
V. Building a market-oriented green technology innovation system
(16) Accelerate the research and development of green and low-carbon technologies. Fully rely on Qin Chuangyuan’s innovation-driven platform to accelerate the development and promotion of green and low-carbon technologies. Give full play to the role of the provincial and ministerial departments in jointly building the State Key Laboratory of Green Building in Western China, and support the research on core key technologies in the fields of energy conservation, environmental protection, clean production and clean energy through provincial science and technology projects. Strengthen the dominant position of enterprise innovation, support enterprises to integrate universities, research institutes, industrial parks and other forces to establish a market-oriented green technology innovation consortium, and encourage enterprises to take the lead or participate in green technology research and development projects supported by financial funds and green technology innovation projects with clear market orientation. Strengthen demand-and problem-oriented scientific and technological innovation, further open up the scientific and technological research and development system of provincial state-owned enterprises, and establish a system of "revealing the list and taking the lead" in which enterprises hang up the list and universities and research institutes reveal the list.
(seventeen) to promote the transformation of scientific and technological achievements. Give full play to the role of the provincial achievement transformation guidance fund, guide and incite more social capital to support the transformation and application of green technology innovation achievements. Encourage enterprises, universities, scientific research institutions and other subjects to establish green technology innovation project incubators or innovation and entrepreneurship bases, and provide supporting services for green technology innovation projects relying on professional technology platforms. Support basic universities and research institutes, and give priority to deepening the pilot work of scientific and technological achievements ownership or long-term use right of scientific researchers in the field of green technology. Strive for our province’s green technology to be listed in the national promotion catalogue, accelerate the popularization and application of advanced and mature technologies, and guide enterprises to actively participate in green technology transactions.
Six, improve the policy support and legal system.
(eighteen) to strengthen the protection of laws and regulations. Improve laws and regulations, strengthen law enforcement supervision, increase the investigation and accountability of illegal acts, and strengthen the coordination between administrative law enforcement organs, supervisory organs and judicial organs.
(19) Improve policy support. Reasonably adjust the charging standard of sewage treatment fees, implement the payment system for urban domestic waste producers, and reflect differentiated management such as classified pricing and metering charges. We will improve the electricity price mechanism for energy conservation and environmental protection, comprehensively clean up the preferential electricity prices for industries with high energy consumption and high pollution, and implement a differential electricity price policy for electricity consumption by eliminated and restricted enterprises. Continue to use financial funds to support efficient use of energy and recycling of resources. We will continue to implement preferential policies on income tax and value-added tax in energy conservation, water conservation and environmental protection, comprehensive utilization of resources, contract energy management and third-party treatment of environmental pollution. Implement the resource tax law and continue to do a good job in the pilot work of water resource tax. Accelerate the construction and implementation of the green standard system, and continue to expand the development of necessary green standards. Carry out statistical tracking, monitoring and comparative analysis of energy production and consumption, and strengthen pre-research, pre-judgment and early warning.
(20) Vigorously develop green finance. Establish a coordination mechanism for the green financial sector, formulate and improve technical standards and institutional norms related to green finance, set up an information sharing platform for green projects, and incorporate green finance into the comprehensive assessment of financial institutions. Encourage financial institutions to innovate green financial products and services, and support the establishment of green financial departments or green banks in Shaanxi financial institutions. Vigorously develop green direct financing and set up green industry development investment fund. Guide enterprises to issue green corporate bonds and asset-backed securities and optimize the financing structure. Develop green insurance and give play to the role of insurance rate adjustment mechanism. Seize the opportunity of registration system reform, actively support qualified green enterprises to issue shares, and support listed green enterprises to refinance through fixed increase, share allotment and convertible bonds, so as to reduce financing costs.
(twenty-one) to cultivate a green trading market mechanism. Further improve the trading mechanisms such as emission rights, energy use rights, water use rights and carbon emission rights, reduce transaction costs and improve operational efficiency. Accelerate the establishment of initial distribution, paid use, market transactions, dispute resolution, supporting services and other systems, and do a good job in the docking and coordination of green ownership transactions and related targets.
Seven, grasp the organization and implementation

Provincial Development and Reform Commission should strengthen overall coordination, and timely sort out and summarize the achievements, experiences and practices of green and low-carbon circular development of cities (districts) and relevant departments. The relevant departments of the provincial government should perform their respective duties, formulate annual work plans and measures and do a good job of implementation, strengthen coordination and close cooperation, form a joint effort, and report major issues to the provincial party Committee and the provincial government in a timely manner.
(twenty-three) to strengthen publicity and guidance. Municipalities (districts) and relevant departments should sum up good experience and good models in a timely manner and increase their popularization and application. All kinds of news media should vigorously publicize the remarkable achievements made in the development of green and low-carbon cycle, actively publicize the advanced experience, and timely expose the negative examples of ecological destruction, environmental pollution, serious waste of resources and blind launching of high-energy and high-emission projects.
